• To accelerate the rate of case disposal for subordinate courts by 60% by 2006.
• To restructure and decentralise the office, Jurisdiction and Administrative functions of Chief Magistrates by 2006.
• To simplify court procedures and court language for the benefit of grassroots level of the Basotho by 2006.
• To develop user friendly facilities for people with disabilities.
