LHDA AWARDS CONTRACT FOR DESIGN OF POLIHALI DAM 

The Lesotho Highlands Development Authority (LHDA) has awarded a contract on the design and construction supervision of the Polihali Dam to Matla a Metsi Joint Venture.

The LHDA Chief Executive Officer (CEO) Mrs. Refiloe Tlali said this is the largest award on Phase II consultancy to a tune of M445 million made by the Authority due to magnitude of the work that will be undertaken.

She said the Joint Venture has been formed by companies including the GIBB (PTY) LTD, Mott MacDonald Africa (PTY) LTD, which are from South Africa, Tractebel Engineering SA/Coyne et Bllier from France and LYMA Consulting Engineers, a Basotho owned company.

Mrs. Tlali announced this at a press conference held in Maseru on Tuesday and was aimed at briefing the media about the award of the largest Phase II Consultancy contract to date.

She said the Company that has been awarded the contract is expected to among others review geotechnical and other project information, perform the engineering design of the Polihali Dam and appurtenant structures, assist LHDA on the procurement of construction contracts, and supervising the construction on behalf of the client.

She added this company will also be expected to embark on skills development and technology transfer to Lesotho and South African nationals as well as to train the LHDA staff for the purposes of operating and maintaining the dam.

''We are satisfied that the company has the kind of expertise needed to perform the work as per the awarded contract'', she said.

The CEO pointed out that it is anticipated that design work for the construction of the Polihali Dam will take 18 months while the actual construction of the dam is expected to commence towards the end of 2019 or beginning of 2020. 

She said collection of water into the dam is expected to take place in 2023 while transfer of water to South Africa is expected to take place towards the end of 2025.

The agreement to implement Phase II of the Lesotho Highlands Water Project (LHWP) was signed in Maseru on August 2011 between Lesotho and South Africa while ratification of the agreement was effected in May 2013.

Phase II builds on the achievements of Phase I which saw construction of huge dams like Katse and Mohale to highlight some few developments implemented under the Phase I of the LHWP.
