TRANSACTION ADVISOR FOR CONSTRUCTION OF LESOTHO INSTITUTE OF PUBLIC ADMINISTRATION AND MANAGEMENT (LIPAM) AND BROADCASTING COMPLEXES

The Government of Lesotho seeks to transact a Transaction Advisor (TA), which should be a company, to conduct a feasibility study and procurement of a Public Private Partner (PPP) for construction of Lesotho Institute of Public Administration and Management (LIPAM) and Broadcasting Complexes.

The government has identified the need for construction of LIPAM and Broadcasting complexes on PPP basis to improve its physical facilities which will enable the two organizations to cope with the requirements of its clients, and to improve their methods and systems. Bids are invited from suitably qualified and experienced TA to assist the government with:

1. Feasibility study
2. Production of all bid documents, including draft PPP agreement
3. PPP procurement,
4. Negotiate PPP agreement
5. Assist the government with PPP management plan,
6. Financial and legal closure report, and
7. Devise appropriate monitoring and evaluation strategy for the project.

The procurement phase will be carried out after the completion of the feasibility study. The contract for these services will be with a Company.

Highly qualified expertise and experience is required in:

1. Legal and Financial
2. Public Private Partnership issues
3. PPP procurement
4. Negotiations
5. Contract monitoring and evaluation

Bids will be evaluated on technical price consideration. Terms of reference detailing the work and bid requirements are available from LIPAM at the following physical address:

Request for proposal shall be available at LIPAM upon payment of M 500.00 in Nedbank account 02100048698. A deposit slip will be required as proof of payment for request of proposal documents.
All queries /clarifications must be directed to LIPAM in hard copy.

The deadline for submission of bids shall be the 17th March 2010 on or before 1200hours. Submissions should be made to LIPAM.
