SECRETARIES ATTAIN SKILLS ON PMS |
The Government
Secretary says effective implementation of Performance
Management System (PMS) within government sectors could
enhance the accomplishment of the national development
goals.
Mr. Tlohang Sekhamane was addressing Principal Secretaries
at the workshop on planning for PMS in the Lesotho Public
Sector at Maseru Sun on Wednesday.
He said good practice of Performance Management in
government sectors contributes to the improved service
delivery to the community as it encourages those in
leadership to reach their expected goals within a targeted
time frame.
He noted that since different ministries have set their
expected goals that need to be achieved in March 2008, the
workshop will grant them an opportunity to discuss each
ministry's objective and how they could be implemented.
‘Since PMS was introduced in the Lesotho Public Sector in
2003, it has not been effective enough as those in
leadership could not communicate and share experience
regarding problems they encounter in their Ministries,’ he
said.
Also speaking at the occasion was a consultant from the
Commonwealth Secretariat based in London, Mrs. Janet
Kathyola, who said, PMS is a system used to assess progress
towards achieving predetermined goals.
She noted that over the past years, Botswana has succeeded
in the implementation of PMS, and therefore advised
participants to partner with Botswana to gain more
experience. She said that PMS can operate better if they
(participants) embark on more leadership commitment in their
work.
The workshop is intended to equip Principal Secretaries with
skills on planning for PMS.
