The
Government of Lesotho has received a loan from the Arab Bank for Economic
Development in Africa (BADEA) to finance the cost of the Likalaneng –
Thaba-Tseka Road Upgrading Project, approximately 27 km long, and it intends
to apply part of the loan proceeds to eligible payments for the procurement
of works and goods listed below through competitive bidding. The Ministry of Public Works and Transport hereinafter referred to as the “Employer”, intends to pre – qualify contractors as per specifications to international standards for the major quantities of works are as follows: - Bulk excavation of approximately 1,000,000m³ - Placing in embankment of approximately 50,000m³ - Construction of metal culverts, from size diameter 600 mm to 6,500mm to 2,400mm x 1,800mm, approximately 2000 linear meters. - Execution of guard rails for approximately 9730 linear meters. - Gabion works of approximately 700m³. - Provision of approximately 2,300m³ of plain concrete and 550m³ reinforced concrete and 500 t reinforcement steel and welded mesh for drainage structures and erosion. - Approximately 27 km of layer and pavement works comprising selected layer of insitu treatment of existing gravel layer; lime stabilized 150mm gravel from local borrow pits, 150mm crushed stone from commercial sources and approximately 260,000m² of medium graded asphalt. - Environment protection works (e.g. rehabilitation of redundant sections of the road, all borrow areas and quarries, grassing of cut and fill slopes, etc, for approximately 5 ha). - Management of traffic volumes of greater than 250 vpd during road-works. Prequalification is limited to Arab, African or mixed Arab – African Companies, in accordance with Rules of Procurement of BADEA. Eligible applicants may obtain the prequalification documents after 25th January 2005,by calling, writing, faxing or sending e-mail to the Chief Roads Engineer Ministry of Public Works and Transport, Roads Branch at the address bellow. The request must clearly state “Request for Prequalification Documents for the Upgrading of Likalaneng to Thaba-Tseka Road - Lot 3”. The documents are available for a non-refundable fee of M100.00. The Roads Branch will promptly dispatch the documents by registered airmail, but under no circumstanced will it be held responsible for late delivery or loss of the documents so mailed. The General Experience record for the applicant shall meet the following minimum criteria : (a) Average annual turnover as prime contractor ( defined as billing for works in progress and completed) over the last three (3) years of US$5 Million equivalent; and, (b) Successful experience as a prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five (5) years. Submission of applications for prequalification must be send by sealed envelopes, either delivered by hand or by registered mail, to the Chief Roads Engineer (same address) The closing date for submission of filled prequalification forms is 22nd March 2005 at 16:30 hours (Lesotho time).
