INVITATION  TO TENDER - CALL FOR PROPOSAL ON PROJECT MANAGEMENT TRAINING

The Ministry of the Public Service wishes to invite a skilled and experienced consultant in Project Management issues, to develop training programme for its staff that would cover the following topics: 

·        Project design in the public sector set-up;

·        Project Planning;

·        Project implementation, monitoring and evaluation;

·        Management of service provision projects such as:

-                     Performance Management System;

-                     Computerization of the Information;

-                     Government policies to name the few. 

As part of capacity building strategy, the Ministry of the Public Service charged with coordinating the provision of quality human resource services seeks to secure services of a dedicated consultant to attain aforementioned goals. 

TERMS OF REFERENCE 

1.  Develop training programme that would cover the following topics. 

·        Project design in the public sector set-up

·        Project planning

·        Project implementation, monitoring and evaluation.

·        Management of service provision projects such as; 

-                Performance Management System.

-              Government policies – Lesotho Public Service Training and Development Policy and A Government House allocation Policy.

-               Computerization of HR information. 

-               Donor Funded Projects.

-               Strategic Planning.

-               Transformation of personnel administration into Human Resource function. 

2.                Training must be a skill imparting training.

3.                Hold training workshops for afore-named topics.

4.               Prepare workshops evaluation mechanisms that would be agreed upon by the Ministry of the Public Service.

5.                Write the workshops report that comprise workshops evaluations.

6.               Submit such reports to the Principal Secretary-Ministry of the Public Service.

7.               Should pay for duties, taxes and levies that would be levelled for provision of training.

8.                Provide trainees with training materials and manuals etc at the end of the course.

9.                Have knowledge of the Government sector and procedures.   

The following information must be included with the proposals. 

·        A comprehensive training proposal (time frames, task allocation (training sessions) etc.

·        A comprehensive CV of the Consultant, and each member of a team that will be assigned to training.

·        Submit Certified Tax Clearance Certificates from the originating offices.

·       Technical and Financial proposals.  The two should be separated, one proposal should be for the Technical and the other for the Financial. 

Tenders/ proposals of interested candidates must be submitted in sealed envelopes marked “Tender for Training proposal on Project Management” to the Central Tender Board. 

The tenders must be deposited in the Tender Box placed in the corridors of the Central Tender Board Offices, whose address is as follows:

Tenders must reach the office of the Secretary to the Central Tender Board not later than 12:00 noon of 6^th July 2004. Tenders will be opened on Tuesday 6^th July 2004 at 14:15 HRS in the Boardroom of the Ministry of Finance. Tenderers may attend.   

GENERAL CONDITIONS OF TENDERS

All tender offers must fulfill the following:

1.   Must be responsive to bid specifications, variances from these specifications must be described and explained.

2.  Prices of each component must be given as unit price  and total price.    

               3.   Criteria for evaluation will be based on quality and cost     effectiveness.
