Lesotho Attends Ottawa Treaty Review

   The Minister of Foreign Affairs, Mr. Monyane Moleleki, led Lesotho's delegation to the first review Conference of the 1997 Mine Ban Treaty, the Convention on the Use, Stockpiling, Prohibition and Transfer of Anti-personnel Mines and their Destruction (Ottawa Treaty), scheduled to coincide with the seventh anniversary of the Treaty's creation, held in the Kenyan capital, Nairobi from 29 November to 3 December 2004.

A statement from the Ministry of Foreign Affairs said the delegation, including representatives of the Ministry of Defence, would take part in the summit, expected to bring together world leaders, NGOS, international organisations, landmine survivors, UN agencies and youths.

It was appropriate that the summit was held in Nairobi since African nations have played a key role in negotiating and implementing the Treaty. The summit took lace half way between the Treaty's establishment under international law in 1999 and the deadline in 2009 for most members to clear minefields.

The conference aimed at reviewing the operation and status of the Treaty; considering the need for and the interval between further meetings of the state parties; taking decisions on the submissions of the state parties as well as adopting, if necessary, conclusions related to the implementation of the treaty, the statement said.
