PARTNERSHIP FOR THE DEVELOPMENT OF ENVIRONMENTAL LAW AND INSTITUTIONS IN AFRICAN (PADELIA)

Background

The Lesotho Government, through the National Environment Secretariat (NES) in collaboration with the United Nations Environment Programme (UNEP) is implementing a project known as the Partnership for Development of Environment Laws and Institutions in Africa (PADELIA) to assist Lesotho to develop her capacity in environmental laws and institutions. The objective of the Project is to enhance the capacity of the Project countries in the development and enforcement of environmental laws and related institutions.  The activities under the Project are intended to benefit a number of activities relating to implementation of environmental laws and institutions in Lesotho. 

 

Consultancies

The National Environment Secretariat (NES) invites legally qualified consultants who are Lesotho Nationals to submit sealed bids to provide consultancy services for the following activities:

1.             To  develop  Environmental Impact Assessment, Audit and Monitoring  Regulations;

2.             To  develop  Toxic and Hazardous Chemicals Legislation  (Act and Regulations);

3.             To train  judicial officers in environmental law; 

4.            To translate  Environment Act 2001 into  local language (Sesotho) and produce a  simplified version of  the Environment Act.

Bids can be expressed for one or all of the activities advertised. All consultancies have to be completed within the timeframe allocated as reflected in the detailed Terms of Reference.

Interested consultants are requested to submit their bids together with a detailed proposal showing methodology and the expected outputs, timeframe, contact details and bid price in a sealed envelop specifying the activity they are bidding for to the address provided below. The bid should also show the financial breakdown of the cost of the activity. The bid should also attach detailed curriculum vitae(s) showing levels of expertise and previous knowledge of undertaking this kind of consultancy. 

The bid document must be sent to the Office of the Principal Environment Officer (Legal) / PADELIA National Project Coordinator at the address provided below. Faxed bids and e-mailed bids will not be accepted.

NES is not obliged to accept any bid or to provide any reason for non- acceptance.

The closing date for submission of bids is 12.00 noon on the 8th  November, 2004 and no late submission will be accepted.
