1.         UTILISATION OF THE 2001/2002 SAFETY NET FUND

2.         PUBLIC SERVANTS HOUSING LOAN GUARANTEE SCHEME

 

            Joint Memorandum C3(2002/5)35 by the Prime Minister and Minister responsible for the Public Service and Defence and the Minister of Finance and of Development Planning.

           

            Cabinet approved:

 

(i)         Policy on Public Servants Housing Loan Guarantee Scheme;

 

(ii)        Texts of negotiated Agreements between Government of Lesotho and the Banks (Lesotho Bank 1999 Ltd and Nedbank Lesotho Ltd).

 

3.         RATIFICATION OF THE PROTOCOL ON WILDLIFE CONSERVATION AND LAW ENFORCEMENT IN THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY

 

Memorandum C3(2002/5)36 by the Minister of Foreign Affairs.

 

Cabinet approved:

 

(a)       that, Government of the Kingdom of Lesotho ratify the Protocol on Wildlife Conservation and Law Enforcement in the Southern African Development Community (hereinafter referred to as the Protocol);

 

(b)       that, the Minister of Foreign Affairs, or a person designated by him, issue an instrument of ratification of the said Protocol on behalf of the Government of Lesotho.

 

4.         ENGAGEMENT OF THE PRIVATE SECTOR FOR THE BUILDING OF POLICE HOUSES

 

Memorandum C3(2002/5)37 by the Minister of Home Affairs.

 

Cabinet approved:

 

the engagement of the private sector for the building of Police houses on the following terms and conditions:-

 

(a)       that, an Agreement be reached with the private contractors, selected through normal tendering, for the construction of specified numbers and types of Police houses on selected Police estates at the full expense of the said private contractors; and that, the costs of constructing these houses plus the agreed profit mark-up be held as Government’s debt to these contractors;

 

(b)        that  an  Agreement  be reached with the said selected private contractors for the houses to be occupied by members of the Lesotho Mounted Police Service (LMPS) who would pay rent that would be  used towards reducing Government’s debt to the contractors that would have built the houses;

 

(c)        that, on completion of the repayment of the debt, such 

houses would be acquired by Government for the continued use by the Lesotho Mounted Police Service;

 

(d)         that, Government further undertake to make        

agreed   minimal   payments  of  about  M1.0 Million

annually towards accelerating the full repayment of

the debt to private contractors.

 

 

5.         ACCEPTANCE OF MRS. HAGAR ABDEL-HAMID AL-ESLAMBOLLY AS AMBASSADOR –DESIGNATE OF THE ARAB REPUBLIC OF EGYPT TO THE KINGDOM OF LESOTHO

-      the accreditation of  Mrs. Hagar  Abdel-Hamid Al-Eslambolly as the Ambassador of the Arab Republic of Egypt to the Kingdom of Lesotho.

 

6.         APPOINTMENT OF MR. CUTHBERT STEPHEN TLALAJOE ON A TWO-YEAR CONTRACT AS DISTRICT SECRETARY

 

Memorandum C3(2002/5)40 by the Minister of the Public Service.

 

Cabinet approved:

 

-     that, Mr. Cuthbert Stephen Tlalajoe be appointed on a two-year contract as District Secretary for Berea district.

 

7.         SEXUAL OFFENCES BILL 2002
